This song is basically a summary of the 1974 TV movie "Born Innocent", starring Linda Blair in her next role after "The Exorcist".
The movie was intended to get people outraged over the fact that our reform schools are dismal failures that, far from reforming wayward children, turn them into psychopaths. But what it actually got people outraged about was NBC showing a rape scene on prime time TV, where Linda's character gets raped with a plunger in the showers by the school bullies.
The album title is of course a reference to the same movie. And the band's name is a reference to Linda's infamous crucifix masturbation scene in "The Exorcist". And really, Jeff's entire life is a reference to Linda Blair in one way or another.
