I can think of two possibilities for this, my first thought was of a war vet deciding to take his own life over some of the terrible things he's done. 'to 86' is a verb to discard something. He's going to 86 himself. Charlie from the Vietnam war, although Charlie was the enemy in that case.
Alternatively, it's the year Charlie was born, and he's begging forgiveness from someone.
