scares should be scars.
My interpretation is that he's trying to get over a relationship that didn't work out. The pain is washing over him and he's "starting to feel this water wrapped around [his] chest". It sounds as if he doesn't want to let go simply because of the security he felt with her.

I suppose it's equally possible that the lyrics are meant literally and he believes this person needs to let go.
