I think it's about a woman who gets into a car wreck with her little daughter in the passenger seat (the first few lines).
Then it jumps forward to after the accident, when the mother is depressed and full of regret, and everything reminds her of what she lost in the little girl.
Then as she's killing herself, she has a flashback of the same incident that happened in the real accident, except when she reaches for Katie, she's actually able to grab her as she ascends to heaven.
Drunk Driving?
This song is so sad! I nearly cried :(
Its about a woman whose daughter, Katie, died at the age of 4, and now all she has is memories. And he sings about how she's been smoking and drinking but nothing fills the void, so she takes her own life so that she'll see her daughter again. Then at the end it's about that woman's mother, who's now lost both her daughter and grand-daughter. It's so sad :(
Oh and the second of the three chorus' at the end should be;
