Is it written from the perspective of a death row prisoner about to face death by electrocution ("And the mercy seat is waiting" "An eye for an eye and a tooth for a tooth" "And i think my head is smoking, and in a way I hope to be done with all these looks of disbelief")? Just my interpretation based on the above lines

This song is about a a man waiting to get the electric chair and how he feels waiting for his judgement. "And in a way I yearn to done with all this weighing of the truth" refers to the officials deciding if he's innocent or not, and he just wants the anticipation and angst to end. "An eye for an eye and a tooth for a tooth", could mean he feels whatever he did to end up in jail was justified, of perhaps he feels he deserves punishment for what he did.. "Into the mercy seat I climb, my head is shaved my head is wired" means the end is near... Then is goes on to describe his death; his head burning, glowing, smoking. He 'shuffles' out of life with the jagged sizzles of electricity.

"But I'm afraid I told a lie"... by my interpretation that means he was lying all those times he said he wasn't afraid of death. He IS afraid I think.
