Abba always wrote the music then fitted lyrics to it. This tune has a very old-fashioned 'mediaeval' or 'baroque' tonal quality to it, so it's likely that some old folk tale was suggested by that. The story of the Pied Piper of Hamelin fits to a T.

Jesus there's some shite written here and the god botherers never miss an opportunity do they. There's no mystery. Bjorn is on record stating the song is influenced by the pied piper story, and The Stand by Stephen King.

I always took this song to be about some sort of Hitler-type character, winning people over with his oratory - people coming from miles around to listen.

I mean, just listen to this bit:

But maybe I’m just reading too much into it!

My Interpretation

@CaribCannibal That may well be the most accurate interpretation. What I know for certain, is that the melody is absolutely addictive. I could listen to it all day and night without ever tiring of it, which may well underscore your take.

This song is prophetic of the coming of the Anti-Christ. The coming leader who mesmerizes the people with his eloquence and diplomacy and wins the heart of the people with economic reforms to bring peace on earth. Halfway through, he turns bad - the 2nd 3 1/2 years as in the book of Revelations. The first half of his reign will be mesmerizing because of the tune of peace he "pipes" and wins the people over. the second half will be a reign by instilling fear in people. Why "the piper"? The piper in the legend piped away the ills of the town ie.,rats, so will this man will "pipe away" the economic woes that will plague the world in the last days. He will win the earth with diplomacy - signified by the rider on the white horse in the book of revelations, who carried the bow but no arrows. He will demand for the souls of men in return and they will follow. While this song warns us about the anitichrist, Led Zeppelin's Stairway to Heaven promoted the piper (the antichrist).
