I think this is about taking a walk along a beach ("the shells crack under our shoes" and "I will race you to the waterside") with a girlfriend on a wintry day in Ireland. The "freezing speech bubbles" and "smoky clouds of laughter" are when you can see your breath in winter. He's describing how happy they are and declaring their love for each other "from the edge of Ireland shout out loud, so they could hear it in America".
I think it's at dusk and they can see the stars etc. She pauses before telling him that she loves him "the sea filled in this silence" and then he sees that she means it and how happy she is.
:D it's basically just a happy love song as far as i can tell; lightbody said this album was merely intended to be an antidote to any sadness from the previous two LPs (and also somewhat to ...Clear Up) and this song reflects that. Obviously set in winter I'm struggling to find anything other than a pure bliss spending time with another person.
i think it's about being with and falling in love with your best friend, not letting fear of what might go wrong ruin it, and just feeling pure joy while together

Today is valentine's day and I heard the whole album all over again today. Great songs all around. As for the meaning, it's a simple love song. And beautiful.
