The song is about a range of things, I think the intro part is a reference to the amount of abortions per year, and as the song goes, it just talks about the darkness of life and "broken lives" in general.
I had always thought the intro part referred to the types of child snatching my mother would say happen to kids. Apparently homeless guys sold kid's parts on the black market or something ridiculous like that.
