It sounds like a story about someone who needs some time to themselves and so decides to sit by the ocean watching the birds. As he does so, he relaxes and puts his thoughts in order, which leads to a transcendent experience (All my thoughts left me again/ Bliss me out, send me away). I like the hand claps during "Running all around"
