The meaning of the song is pretty obvious. 'Teef' is a Jamaican slang for 'steal', The rest of the lyrics go on to say that the man puts the weed in a "vacuum seal pack" and that the FBI and CIA have their eye upon him. So the song is about a drug smuggler transporting cannabis.
