To me it kind of seems like a song from God to people on Earth.

I could be totally off base but that's what I got from it.
I reckon it's about better-off-than-thou members of society (blue blood) giving money to charity ("you gave all of your savings to the poor"), maybe not necessarily out of the kindness of their heart, but rather the fear of God. Back in ye olde times the church was pretty much all like "give us yo' money and God won't fuck yo' shit up, bitch". They're a bit more subtle about it these days though..
Flashflood, lightning, earthquakes...I think they're all God's wrath references..
The line "oh my, thank you for keeping me safe", that's the relief they feel in that now that they've donated, God will keep them safe from harm, "even though you know it don't always go that way"
