Sandy is one of the three helpers chosen to go with Tripitaka on his journey to India for the scriptures. As stated in the song, he was once a general in heaven, but broke a vase (in some versions out of anger, but in the opera and album, accidentally) and was banished from heaven and transformed into a demon. He is initially mistaken for an enemy by Tripitaka and his pilgrims, but soon they understand that he is to join them.
