I interpret this song as the singer’s description of death; or more specifically, his prediction (or a possibility) of what he will experience immediately after his death.

“The sea” represents death and physical lifelessness, while “the rays of sunlight” and everything else on the “surface” represent life. He describes the beautiful things that he sees as he makes his “descent” as completely new and fresh experiences: “a color never seen.” He then wishes that he could communicate this new world back to the “surface” to explain to the living what happens when we die, but realizes this is impossible because he can’t “breathe.”
