if you look at the political climate in Australia, around the time this album came out, we were looking at over 10 years of Prime Ministership by John Howard. Nearly all of the negative imagery in the song can be attributed to some event or policy in his prime ministership. The bad times and fear (post september 11 and fear of immigrants coming in leaky boats) did indeed suit his government very well and won him an election or two. The song is kind of like a sendoff for government. The name "Eucalyptus" is probably used to indicate the focus is on Australia as it is a very Australian thing.
