I saw somewhere that it was about his new girlfriend, but then I read that he said the following in an article:

I saw them play a live version of this on "Live From Abbey Road", on the Sundance Channel. It's even better than the version on the album.
That article also says "it's about how useless he felt in relation to this other person"..that's his current girlfriend. Newspapers and magazines love romanticism and sensationalism, so they make it seem to do with Charlotte. He wrote the song and got the tattoo on his belly when he was with his new girlfriend. The line "Stroke by stroke, you fill my empty soul with colour" is because his new girlfriend's an artist.

I have to agree with noddy86! I went to see Billy play an acoustic set for Club Blub in Bishops Stortford, and before he played Strawberry Blonde he said, "This is about and for my girlfriend Rowena Alice Lewis..She's really hot" lol!! It's an amazing song..in fact the whole album is amazing!
