i think the song is about the games this girl appears to play.
she is scared and tries to push the boy away. then, boy falls in love with her, despite his trying not to... in his mind there is no way he could not fall for her. she then gets mad at herself and the boy for feeling something. he can't figure out how to break down this wall she puts up. He doesn't want to enable her behavior but he loves her so he keeps holding on.
