this is a guy letting a girl know that just because he may have kind of backed off showing her that he likes her, he still has plans to take their relationship further. he knows that he has plenty of time and doesn't need to rush things. He doesn't want her to give up hope that they'll get together and move on. It's summer and he wants to have fun, but in the end, he's "saving the best lines" for her.

"let's get together and we'll build a city, and if you're willing i'll be coming back ready. put up and if you miss me, spin me, sing me".

he wants her to know that if she holds on to what they've had so far, it's ok for her to say how she feels and that when he "comes back" they'll be together. it's almost like a test to see if the feelings were strong enough to keep going even if nothing happens immediately.
