It is rolling dimes, and the laughter bit I reckon is the bathroom gurgle, it's certainly not laughter.
I think it's about wasting your time in a dead end relationship and crap job and going and enjoying life, dancing and getting drunk with someone new.
im sure one of the Undistinguishable bits says "i was in love with the thought of you" but i can't tell.. maybe i just like the idea of it saying that.
