One of my favourites off Magnetic North, second only to the Canal Song.
I think this song is about a relationship that has deteriorated to the point where he is not sure if it can be saved. The first verse seems to me to be about him not caring enough about the girl, not making a big enough effort (never ever count the cost, of not feeling)
The second verse is about the girl and her reactions. It reinforces the idea that its the guy who is at fault (You watched me lose it everyday), and then goes on to how the girl is trying to cope with it by trying to make sense of the situation but ultimately can't (you're trying to get things straight and failing), yet she even though it seems pointless to continue, she still hasn't given up on him totally (I don't know where you ever found the hope)
The chorus seems simple enough. He's begging for another chance to get things right, but at the same time feels that the relationship may already be broken beyond repair and lost.
