"Pravus" is Latin for "depraved." Keeping that in mind, the fourth stanza is likely the most telling: some people in our society (or perhaps mankind in general) have descended into moral bankruptcy, reveling in the harm they cause to others. The song's frenzied pace perfectly parallels the lyrical theme of malevolence.

IMO, the key lines indicating the subject matter are those who are born into power, the Aristocracy, a worldwide phenomenom, in many cases linked by ancient bloodlines, in all cases sharing an idealogical lifestyle that descends into moral/ethical (and quite often, physical) debauchery as evidenced by the institutions they've set up & controlled, the wars, genocide & environmental destruction they've promulgated and the abject selfishness with which they conduct their lives.
