I think the song is about struggling to find a partner in life. After a while it feels hopeless.
He compares the feat of finding someone or making a relationship work to climbing a mountain (volcano) and the act of the relationship itself and "opening up" to the other person as diving into it. "Born to dive" shows his propensity to take risks and trust and open up to people, and how it inevitably backfires.

I've always found that this song was about optimism in the face of unbeatable odds. To keep your own thoughts ahead of others on how to live your life and make your own choices, even if that choice leads to you jumping into a volcano...at least it will be a volcano of your choosing. Don't let anyone take responsibility for your brain and your actions, they are yours to control. Even when your head seems messed up (the wirings weird), even when you feel like it is your destiny to jump into one (born to dive), still better make sure it's on your terms.
This song sounds even better live.
