He is having an illicit romance with a woman whose husband/boyfriend lives in Georgia. He wants to come clean and takes a stand with the man and declare his romance with the woman, but he really doesn't. Thoughts?
I think your view makes the most sense. However, in one of his live performances of this song (http://youtu.be/5APE6s5st18) he says "I wish you would. And I'll be waiting" after the chorus. It's possible it's about having a crush on someone with whom any kind of romantic relationship would be impossible, the fantasies surrounding those feelings, and waiting for them.

@burnstmr I dont think the husband of his lover lives in Georgia. I think Georgia is literally the name of a girl. In the song Canyon Joe, Joe Purdy sings: ''And I once loved a woman Yes and Georgia was her name'' So I disagree with your view of this song. I think it's just a broken hearted man, singing about a girl that moved on. Who wants to tell the girl he still loves her.

I would say Georgia is the name of a woman he loved (or loves). Joe mentions her again in the song "Canyon Joe".
