I think the song meaning is pretty obvious: the drugs won't work. It seems that the narrator got out of a relationship he didn't want to get out of, so he is on drugs, but they won't work. Then he keeps encouraging himself that "he'll see your face again", so he knows that he will see the person he lost again. The narrator is obviously suffering serious depression if he is on drugs, because of the relationship, so he just keeps using them as a replacement of the person he lost until he sees that person again.

It's simple: The drugs don't work. He felt lost in life, and he needed something - anything to help him cope. He found escape in drugs, became addicted, and realized (too late) that the drugs didn't work, they simply made it worse. Hint "The Drugs don't work, they only make you worse." Toward the end of the song, he's fighting his addiction and the love he feels for his better half. He can't let go of the drugs, and he can't let go of her. If he had to choose, he'd rather be dead.
