I think it is about government, social inequality, or at least in some parts of the song.

Of course I have. I submitted the lyrics myself...I've heard this song at least ten times...it sounds like The Toy Master is some sort of metaphor for a pedophile of sorts...I mean, think about it.

The whole Toy/kids/factorie is a metaphor...
The start of the song reminds me of Kamelot's song "March Of Mephisto"
It sounds like it has communist overtones, and that it refers at the beginning to some form of "Opium for the masses." Just my 2 cents.
My impression is that Alice Cooper is playing a drug dealer, I think this would fit with the concept, as it seems to be about the character filling a personal void.
Actually the whole album is a "concept album" it talks about a musician who is trying to make his way through the "crowd", in this song the musician meets a "musical producer" (not exactly because this story is suppose to happen in the 19th century), so this song talks about the inequality in the musical environment
I agree with Aniland, this song sounds a little bit scary and reminds me of Michael Jackson and I don't like him.
