In the most general sense, this song is about having a secret that one can't or doesn't want to share. But, I think it is specifically implying a scenario where two people have a secret together and even though they go about their daily lives, they each equally have that secret on their mind, and yet they do not share.
I believe the song is about a sad love story. One is trying to get the one he loves but is damned to fail, damned to ever be one step behind.
This one knows that the other one loves him back and both wish they would and could share what they hide after all
They coexist captured in their independant lives, trying to do their best to get along and to keep their secret, but their love pulls constantly beneath the surface.
With an objective view, it is beyond comprehension to not share this love, but their personal, cruel fate seems to make this love impossible - but although keeps it burning like fire.
