Its both about the 4rth horseman in Rev and about one of their friends who died of an overdoes. The friend was in a band call "Pale Horse." Tommy spoke of this while on stage. Ive also heard him say that this song goes out to those who dont trust governments before playing it, as governments will be tools in some of the coming events prophesied in Rev.
