You guys are thinking way too hard about this song. Yes some of Serj Tankian's songs are political and some have deep meanings but this one's pretty straight forward. Incest, Murder, and Suicide. Basically it tells a story of a boy and girl who commit incest, who are having sex with each other. Then the chorus lets us know they both decided to commit suicide only the brother doesn't jump off the cliff which is inherently murder since he talked her into it. And as she dies he delightfully says or sings "lalalala lie lie lie" very creepy. Basically it's this crazy twisted drama story.

I think this song is not about anything political, let me make it simple:
A brother and a sister are in an incest-relationship or at least they have sex once
The brother lures the sister into believing they both must jump off the cliff to pay for their dishonorable actions
As they stand on the edge, the sister jumps, the brother doesn't and therefore saves his own ass
I think this song is a masterpiece and the story as I interpret it reminds me of old children's stories because many of them didn't have happy endings, only a "What did we learn?" -part if even that.
The lyrics for this song are very ambiguous but one would assume that the music video would reveal what this song is really about... I still haven't seen it... It is undeniable, however, that these lyrics are very beautiful.

I think it is about SOAD breaking Up. The band lineup is the brother(s), the sister is the band it self. SOAD is way bigger than Serj alone "twice my size" He wanted It to end and they broke it up and the band trusted him. He might have lied to them to make them upset enough idk iirc they broke up over creative differences i think but they still respect each other.

In 2018 Malakian revealed that Tankian wanted to leave the band before their last 2 albums and Tankian confirmed that, citing artistic, creative and financial differences with Malakian as the main reasons for the 2006 hiatus. So, "incest" here means a close bond that was broken by exploitative/controlling behaviours. Brother/sister could be any of them, it is not clear who "the bad guy" is and it depends on how this dynamic was formed....

Before that, the song almost seemed to be a lovesong. But I don't think that it's America that's getting f***ed, I think it's Iraq. I mean, America went in there to help them, but look at the country right now. "Helping the people of Iraq" was maybe just an excuse for what the people in charge really wanted...
Well my friend stated the song meaning to be: "shes falling.....through life because of the fact that shes been hurt or broken...and hes trying to help her....but she wont let him...therefore killing her own self in a way." He doesn't know how Serj can be political, so he just looked at it metaphorically not politically related but that is what i think is the premise.
Maybe the best song on the album, but I lean toward Nugun5's explanation even though I first thought it was a love song. Maybe its a love/hate relationship Serj has with this country...and how part of him wants to help HER (america) kill her self bc he says "My baby, my baby, Let me go"
Who the hell knows what its about, but the emotion rings loud and clear through the words.
