To my understanding, it seems the guy is confused with what the girl feels about him. He wants to know if she wants to continue on with the relationship because he feels like she's shut him out of her heart. the guy feels tortured because she's not telling him anything. and he's not sure what to do with her. He's asking her to either let him into her heart or let him leave her. Hence the "let me out, or let me in"
