i think it's about money. about governments taking all the peoples money in taxes and burning it away and people never seeing the benefits. chapter 11 in the title is probably about the US bankrupsy code that states that when bankrupt and in debt the debtor takes control of the ower possessions.

green=money. The song is saying politicians are taking your money and wasting it. "We only take what we need" being sarcastic. Chapter 11 just means bankruptcy. Politicians take your money, waste is, take more, then overspend it, then everyone is poor. How wonderful.
