which album is this from?
It's a Charlie Parker song. I think the CD is called Bird Up. It's a bunch of his songs done by other people.
This song seems to be drug influenced. This was also done during a time when I believe Serj has been "finding himself". The crowd he hung out with was rather dark and this probably has a bit more meaning to the person it was written about. The Bird of Paradise is after all an extremely rare bird, on the virge of extinction.
