this is a brilliant song!!! cant believe nobody has commented on it yet? I read an interview today where Richard Hawley described this as a political song about Britain’s ASBO sub-culture.
it's "there's so much there to heal, dear."
and it's 'theres nothing here to bind you' and 'these lights in our hearts'. And 'and nothing ever mattered more than not doubting'.
Some corrections below:

This was the first song I heard by Hawley (quite late I know!) and it's still my favourite.
I don't believe the asbo comment, I think its a love song. Its that when he and his partner are together, if they just let everything go and be hapyp loving each other, they can rule the world (or at least the streets)!
This is a great song to listen to when you cycle down the middle of streets with friends late at night.
Wow, all of these comments and thoughts, but sadly posted under the wrong song… You will notice from the lyrics that this is the thread for Richard Hawley's melancholy ballad "Tonight" from the album, Coles Corner -- not to be mistaken for the drastically more uptempo song "Tonight the Streets are Ours."
I'm fairly new to this website so I'm not sure if the admin's correct these kind of mistakes if contacted (in this case, all 6 comments thus far are in the wrong song thread).
