As for the meaning of the song...

She's uncertain of herself. She is expressing her confusion and turmoil in deciding whether or not to pursue her desires or ignore them. She's weighing the consequences. You could fit this into a lot of scenarios other than ones involving a crush. General indecisiveness, lack of certainty in your decisions, or lack of action when it comes to your feelings.

I love this song so much because of how well I can relate. As confident a person as I am, rejection is still something I always fear.
