This song seems to be about somebody, anybody, who is questing in an attempt at escaping from their sins. However, I believe this song has a deeper meaning - escaping sins and prejudice in general, especially in medieval times. If you look at the album cover, you will see a half-goat half-man in the middle of a crowd of normal people. You will see the people look as if they are cowering in fear of the goatman, most likely thinking he is a reancarnation of Satan. The goatman, on the other hand, seems to be trying to restore peace to the people for whatever reason. However, they do not listen because of their blindness to racism and prejudice. The song also makes many hidden references to the real Satan. The part Satan plays in this song is that he is manipulating the people into racism, a sin. The song is basically saying to forget about our differences and accept people for who they are. The line "We must face what we fear" wraps it up.

My 2 cents.

Cirith Ungol is a place in Lord of the Rings, and this song is about the hobbits, Frodo and Sam, journeying through mordor.. Everything single reference in this song is a reference to the Lord of the Rings trilogy!
