i think it's about two lovers who conspire to kill eachother. he has her tied up and throws her into the ocean with cement shoes and she poisons his drink. kind of a hamlet- like story.

he tricks his girlfriend into going on a "normal" ride with him, when he kills her and he is so happy in a sick way of mocking himself, he drowns himself aswell. "it was meant to be neptunes plan" he thinks that he was supposd to die too..

This seems to imply that he was going to commit suicide this way regardless. Conclusion, he dies with his girl at the bottom of the ocean where he plans on meeting Neptune in his after life since he suggested this solution which resolved his problems.
From my interpretation a man decides to kill his wife, He sedates her with a drink and ties her up. While she is tied up he begins making the cement, "her shoes." He is going to throw her into the ocean. Neptune is the god of the sea, so he is referred to as god. His plan all along is for both of them to die. While the man plans her death he must have talked to someone because it speaks of his phones being tapped so while she is being sedated she slips a poison into his drink. After he kills her the chemicals begin to mix, meaning the poison begins to take effect. He becomes his own victim. By killing his wife he caused her to kill him.
