the wolves could be a metphor for inner demons, or polititions, or any thing else really. this song is fairly open to interpretation
19 years ago, moreless, i was reading an interview that "Metal Hammer" rock magazine, made to Dio. The good Ronnie James was introducing his (by then) new album, "Lock up the wolves". About the title track song, i am almost sure that he said that when he was talking of "wolves" he meant something like "the spirits of war", or the wars himself. In other words, if i remember good, the message would be: don´t let people unleash a war, hold the wolves of war, cause if you don´t, it will be too late.... Sorry for my bad english!
To me this is about general paranoia and an impossible wish to avoid danger: to me "Lock Up The Wolves" means "take all the dangers out of life", which is impossible. Something an insecure child might say.
i think its about africa and the wolves are people infected with aids, and the person in the song has to "lock them up"
