I take it as being that the narrator is like a "sleepy town". That is their mind is relatively closed and quiet on matters outside of their direct surroundings. It is now however starting to dawn on the narrator (the sleepy town) that perhaps there is more to life and the world than themselves.
The repeating of the lines "Is it just me?" makes me thinks they are questioning is it just them that hasn't realised the greater world out there, OR conversely is it them who has been sleeping for so long?
