To me this song is about trying to pick up in a bar, wherein the mannequins metaphor suggests that the people have no personality and/or are all the same. However at the same time, they fill in the void left by not having someone.
I feel that this song portrays someone who sees their life/relationship/job/whatever it may be as just a repetitive cycle that they are unsatisfied with, as it is not what they expected: " these mannequins are too well dressed," is a way of saying that whatever it is was advertised to look better than it really is, much like mannequins in a shop selling clothes that do not look as good in reality.
