I think the majority of their songs are ambiguous and have multiple meanings and references. I think they could be referring to their love for each other on a sexual level and an emotional level. Maybe one of the sisters was initially more hesitant to accept her love for the other because of some strong religious conviction, but again, this is purely my own interpretation of what I've read about them, the interviews I've seen and the way I hear the lyrics in my own head.
