This one has always seemed political to me. I've thought it was about terrorism and the invasions of Afghanistan and Iraq by the United States. Hence references to death as a "cost" of war. Water and power facilities are often among the first targets or collaterally damaged assets in war (in Iraq water treatment plants and power plants were bombed but later rebuilt by Collation forces).
