    For me this song is about how things in the world can fail to live up to your expectations. It's almost like Rush had this great vision about how wonderful the world was going to be; and now they're dissapointed that their exspectations haven't been met and they're pissed that this "failure of a world" is what they have to pass on to the next generation.
