i think the you figure, is god. its about the relation between the I figure and god. and she is wondering about why she holds on to the cross (holding on to her religion) because of all the negativity she feels and encounters in her life. she is like questioning the reason to to keep holding on to god. ("The cross I bear But you don't seem to care)
but i also have a second theory, you could also interpretate this song as extremely anti-religious. like in challeging everyone's faith or at least christianity.
