I gather from lyrics such as "Cast the ropes that bind you, Get in that boat and row" that the song is about letting go, but the use of the word "bind" also has a factor of it being somewhat difficult to let go/leave behind. This point is made stronger with the lyrics in the chorus "Blue hearts blue tears, Blue 'n' bruised 'n' sore, Blue skies and blossoms, On the other shore". It suggests that letting go of someone or a place is difficult emotionally and that the character is very upset about leaving something/someone behind. :)

Many biblical allusions in this song. Here's a few: "Get washed in the water" is an appeal to the new life found in baptism. "Feel your light pour out" is the subsequent illumination of God's Holy Spirt. "Blue 'n' bruised 'n' sore" seems to be linking our suffering to Christ's on the cross. And the redemption found "On the other shore" is a heavenly one.
