You know how at school there are those two kids that have chemistry, but aren't going out yet? I always thought it was ridiculous, I mean, if you like each other and something's there, go out!

I think this song is about how the singer and someone special have chemistry, but the person is hesitant. And the singer is wondering why they have to go through that long process of waiting, and can just go into the relationship already.

rulebook on love means is there some sort of law that says you have to go through the waiting process and if you could just forget about that, you could love.

he wants her in his life, and they're single at the moment obviously, and he knows and has hope they will be together.
