This song sounds quite simple to me; it's talking about all the nonsense small children dream up which makes sense to them, but not to anyone else. I think it's basically saying just about children's imaginations, the first verse sounds very "Teddy Bears' Picnic"-esque, and the second is a child thinking up all these bizarre things and drawing them.
"What are you saying child? What are you telling me all about? What does this mean to you and me? What do you want me to do? I can, can't understand your mind."
I think this bit is an adult (maybe a parent) talking to a child who is eagerly showing off their nonsensical drawings and talking about their make-believe games. The adult, of course, does not understand any of it, as it isn't at all logical, but to the child it makes perfect sense.
