I kinda see this song as as a satire about military interventention and nations (like Iraq, even though this song was written before then).
Basically, if we (the West) allow them (the 3rd world), they'll destroy themselves. Overall though, it's not a noble task but rather a scheme to get money and we don't actually care of the plight of such peoples.
I'm probably wrong though.
I think it's just about politicians, media moguls, and businessmen... they way they deceive and cling to power, but in the end all the work they do will just end up destroying them all... that we should just let them do their thing and pick up the pieces afterwards...
Either that or it's talking about the music industry and the jet-setters in it, how they're trying to "pitch" things to the kids, market and package bands... draw up these deals and eat off the backs of the musicians... and if you just let them do their thing they're just end up destroying each other anyways.
