I really do like this song. The line that i catches me everythime is "Hey Joe, where you goin' With that gun in your hand? You can take your revenge But you'll still feel bad"
I believe its about how war won't solve anything, You'll feel how you did before getting revenge and probably worse instead of feeling satisfied. Which is an opinion I strongly agree with. Roger Waters is my idol.
And just a thought, but does this song remind anyone of Brain Damage? When I first heard it I thoguht it was going to be an acoustic version of Bran Damage .... but I guess thats just me! :)

Pretty sure the above makes more sense given the rest of the song / context? Either way a great song and given the subject matter of the movie this is from a rather fitting one at that.

The 'Powers That Be' is a recurring theme in Roger's writing, from early PF to his most recent solo work. I submitted edit for verse one to replace 'Palace' with 'Powers.'
