I'd say this song is about the singer's frustration with society- with how people are content to stay in the background and live mediocre lives while the world goes to hell, as long as it doesn't affect their lifestyle too much. There is no one willing to step up and lead- they're indirectly destroying society by not caring enough to fix it, and in the end it will destroy them as well. He's fed up with it- he either wants someone to set things right, or destroy everything and put an end to it... that's where the breakdown fits. If you don't care enough to pull the world out of its shithole... well then, "BRING THE MOTHER FUCKIN' RUCKUS!!!"
im just throwing this out there so dont get all but hurt if you dont agree with me.
i think the song is sorta split in to four different parts/time,(1) before the first shout of in dying days (2) between that part and the breakdown (3) the breakdown (4) after the breakdown.
in the begging it says that no ones being a leader, rising up and taking charge/leading society. in part two it speaks of someone finally leading society-but he's leading them down the wrong path. in the breakdown the singer repeatedly shouts "bring the mother fuckin ruckus" im thinking thats when the leaders corrupt method of leading catches up to him and they go into a war that he loses (hence in darkness). then he might be saying someone needs to rise up and take charge and fix the country/state/city whatever the case may be even if they dont want to, then he repeats the first part "leaders are...satisfied...in the end" as a symbol for time passing by months years OR just a fill i dont know, then in the last verse he says no one took the responsibility when someone needed to
i think the song talks about us a society in general and how only the strong ones will be able to survive. i think it also talks about how people are jus satisfied and never strife to push for more and how we all need a leader to follow that will change all of this...... iono
I do In a way agree. But he also clearly states that those who cause the downfall won't be able to deal with what they caused. He basically calling society weak.

i think "bring the mother fuckin ruckus!" is kind of incorporating the meaning of the lack of a strong leader and what will ensue without one.
