amazing! what is "above" in "the cosmos" join what is "below" through the elements ("tune","light") with help of birds ("swans","whirppoorwhil") in order to create love ("ceremony","steeple","meeting by night") and life in general ("fossils","fate")
As Above, So Below is an old term. See http://en.wikipedia.org/wiki/Hermeticism#As_above.2C_so_below. It means that the cosmos has sort of macro/micros relationship on scale. It's the idea behind derivation & divining, as well as totem and the idea that one can influence the macro by manipulating the micro. Think Voodoo dolls. Whipoorwills only fly at night and Westphalia is referenced in some occult materials, though I'm pretty sure it's actually just a region in Germany. At least today. I like this song. My username is UtSupraInfra, which means "As above, below." I think of it in the sense that as things are in the divine, I should also do them in the mundane.

It's also taken from Grant Morrison's The Invisibles series, where he argues that humanity/existence as a whole is a cosmic fetus waiting to be reborn into something new. Barbelith, which is "As Above, So Below" functions as a womb, providing existence with what it needs to evolve. It's basically about the ludicracy of "black/white," Us Vs. Them mentality or I Vs. The Other from psychology, because we're basically all the same thing. As Above, so Below.
The escalation in the song could be interpreted, if we're going by the Invisibles comparison, to be the approaching apocalypse, when existence makes the next leap to something new.

I love the nerdy sci fi/literary references in Klaxons' songs.
Tool has a similar lyric in the song Lateralus: "As Below, so Above and beyond I imagine."
If they have some sort of connection, I have yet to find it.

Many religious belief systems have a particular spirit, deity, demon or angel whose responsibility is to escort newly-deceased souls to the afterlife, such as Heaven or Hell. These creatures are called psychopomps, from the Greek word ψυχοπομπός (psychopompos), literally meaning the "guide of souls". They were often associated with horses, whippoorwills, ravens, dogs, crows, owls, sparrows, harts, and dolphins.
In Jungian psychology, the psychopomp is a mediator between the unconscious and conscious realms. It is symbolically personified in dreams as a wise man (or woman), or sometimes as a helpful animal. In some cultures acting as a psychopompos was also one of the functions of a shaman. This could include not only accompanying the soul of the dead, but also vice versa: to help at birth, to introduce the newborn's soul to the world.
