Roger sounds as if he is ready to let bygones be bygones, and the last verse that says "Have you heard it was on the news you can make your peace on the dark side of the moon" is his way of stating he is ready to reconcile with the rest of the boys...

Don't forget that "the dark side of the moon", as according to the album's concept, in the peak of insanity/revelation/death that all people must eventually face. In the album it is also portrayed as a place that cannot be reached in this life (perhaps for better); so to me it sound like Waters is saying that the Floyd will never "make their peace", or that they will in the very end after it no longer matters. Good song, I also like the movie it appears on, The Last Mimzy; one of the best children's movies I've seen.

Well, a has-been would be somebody who used to be famous but isn't anymore, and out to grass might be like cattle/sheep, who graze off the grass... I have no idea how those two things relate. :P
