pelicansss....i was listening to sirius radio the other day and for some unknown reason had 70's shit on...you're thinking of ABBA's song "SOS"...there's a bridge in that song that has pretty much the same melody/chord progression as the chorus to "Carry On", maybe save for a half step alteration or so.

i just think he's addressing an ex girlfriend who turned to him for a relationship when in reality she was needy to have anyone, and as we know lust and obsession never last like love would. he's tried repeatedly to get her out of his life and undo the problems she created, but he's finally changing for the better.
